What the AI Act
requires of you.
Article 4 of the EU AI Act (Regulation (EU) 2024/1689) requires every provider and deployer of AI systems to ensure that their own staff — and everyone who works with AI on their behalf — have a sufficient level of AI literacy.
AI literacy means: a basic technical understanding, awareness of opportunities and risks, legal and ethical guardrails, and the safe, knowledgeable use of the specific systems in use. The appropriate level depends on role, prior knowledge and context of use.
Anyone using ChatGPT, Copilot, AI-powered tools or in-house AI solutions at work falls under the obligation. A one-off training rarely suffices — what is needed is demonstrable, ongoing competence building.

What does the AI literacy obligation under Art. 4 require?
Article 4 of the EU AI Act (Regulation (EU) 2024/1689) requires providers and deployers of AI systems to ensure their staff and anyone operating AI on their behalf have sufficient AI literacy — technical understanding, legal and ethical aspects, and the safe use of the specific systems in use.
Since when does the obligation apply?
The AI literacy obligation under Art. 4 has applied since 2 February 2025 — one of the first provisions of the AI Act binding on companies.
Which companies are affected?
All companies that develop AI systems (providers) or use them professionally (deployers) — across all industries. Anyone using ChatGPT, Copilot, AI tools or in-house solutions at work must enable their employees accordingly.
Is a specific certificate required?
No. The AI Act does not prescribe a state-defined certificate or a fixed training format. Companies must ensure and document an appropriate level of competence. AI Pirates issues a certificate of completion after every training and, on request, a competence documentation.
What are the consequences of non-compliance?
The AI Act provides for a tiered fine regime. A lack of AI literacy can also become relevant under liability and employment law if improper AI use causes harm. A documented training is therefore also a risk safeguard. For an individual legal assessment we recommend coordinating with your legal department.
What does an AI Act training at AI Pirates cost?
